To refresh my intial point, I am in this for the well being of the horses, the safety of the on-lookers, and the image of our horse community to our visitors.  I never meant to offend anyone nor go after anyone's role in the festivities.  Why let any of this continue?  This has been going on year after year and it is consistantly getting worse. 

This isn't about "pleasing" anyone.  This is about safety.

Every year it's wonderful to see horses in the parade....not so any more.  It just seems there needs to be some sort of rules behind allowing a horse and rider to be entered into the parade.  Several of the horses are in poor condition (i.e-underweight).  Some of the riders (I believe they call themselves the "Carolina Cowboys") should NOT even be allowed to ride a horse!  They make their horses misbehave (even if it is just a horse with holes in its training why put it in a parade?
